On February 1, Finance Minister Nirmala Sitharaman will propose the Union Budget 2022-23 to parliament. At 11 a.m., she will make her fourth Budget address. While most budget speeches average around two hours, Sitharaman gives long remarks. She talked for two hours and forty minutes during her budget release for 2020. She began her speech around 11 a.m. and finished it at about 1:40 p.m., even though two Budget pages were still to be read.

Finance Minister’s Speech breaking her record in 2019

The minister has set a new record for the longest Budget speech delivered in India in 2019. Sitharaman gave a lengthy Union Budget address in 2019 that lasted two hours and seventeen minutes.
She broke former finance minister Jaswant Singh’s record of two hours and 15 minutes set in 2003, using couplets in Hindi, Tamil, and Urdu.

Nirmala Sitharaman finished her 10,500-word speech in one hour and 40 minutes at the 2021 Budget release. The third Union Budget statement by the country’s first female Finance Minister was also her shortest.

Manmohan Singh, the then-finance minister in the Narasimha Rao government, topped the list regarding the number of words said. His 1991 Budget speech was 18,650 words long, whereas Sitharaman’s address in 2020 was 13,275 words long.

Former Finance Minister Hirubhai Mulljibhai Patel gave the shortest Union Budget speech in India in 1977. It was an interim Budget, and it was just 800 words long.

What makes the Union Budget 2022 different?

The Union Budget for 2021-22 will be available in paperless form for the first time in the country’s history, setting a new precedent. Budget 2022-23 will continue to support environmentally friendly programmes in the same way.

In addition, the government established a ‘Union Budget Mobile App,’ which allowed members of parliament (MPs) and the general public in the country to access budget materials easily. Union Budget 2022-23 will be published on the Mobile App once the Budget session in parliament concludes on February 1, 2022.

The mobile app will provide users complete access to about 14 Union Budget papers, including the budget speech, yearly financial statement (Budget), constitutionally mandated finance laws, and grant requests (DG). This software will be accessible in two languages: Hindi and English.
It will be available on both Android and iOS devices.

On the Union Budget website, a mobile app called “The Union Budget Mobile App” will be available for download (www.indiabudget.gov.in). The budget materials are also available for download on this website for the general public.
