At least 8 states of the country have said that they will quarantine people coming from domestic flights. The central government has said that there is no need for quarantine if the status is green in the Arogya Setu app.
Domestic flights start on 25 May. These are the initial attempts to rebuild the economy that had collapsed due to the lockdown. Airports are ready with new rules and precautions. But the separate statements of the central and state governments have increased the difficulty of the common man. In fact, many states have decided to essentially quarantine passengers from domestic flights. Andhra Pradesh, Karnataka, Kerala, Telangana, Punjab, Chhattisgarh, Assam, Kerala and Jammu, and Kashmir have made Quarantine Mandatory for Flyers. While Civil Aviation Minister Hardeep Singh said on Saturday that if the test report is negative, there are no symptoms, then no quarantine is required. He has also said that the ‘Arogya Setu App is like a passport. If your status is green in the app, why would anyone want a quarantine? ‘ Now, whose will be said in such a situation, it will be a matter to be seen. The situation needs to be clarified in this regard.
Why will the arrangements for checking at the airport again be quarantined?
Arrangements have been made for the thermal screening of passengers at all airports. Those with no symptoms of corona will be allowed to ride on the plane. Apart from this, the status of the Arogya Setu app should also be green. If a passenger has no risk, then keeping him in the quarantine means that many people are not getting hugged.
The strictest rules of Karnataka
Karnataka has decided to keep people coming by train in the institutional quarantine for 14 days. Air travelers from Maharashtra, Gujarat, Tamil Nadu, Delhi, Rajasthan, and Madhya Pradesh will stay in Karnataka for seven days in Institutional and seven days in Home Quarantine. Home quarantine has also been made mandatory for the rest of the states. The quarantine will be exempt only if the test report of Corona (from an ICMR certified lab) is negative. On 13 May, Karnataka sent 50 passengers from Rajdhani Express back to Delhi as they were not ready to go to the Institutional Quarantine.
Maharashtra government did not allow domestic flights
The Center may have planned resumption of domestic flights from May 25, but the Maharashtra government is yet to take a decision on it. Therefore, due to the lockdown, the waiting of people trapped in Maharashtra may increase further. A Maharashtra government official says that the state government has not yet amended its May 19 lockdown order allowing only certain types of flights.
Uniformity in the decision of states
There are different guidelines between the states regarding Mandatory Quarantine. Some states have made quarantine mandatory. States such as Delhi, Uttar Pradesh have decided to move ahead considering the screenings at the airport as effective.
So how will the business be able to run?
If this arrangement of the quarantine period is implemented then the traders will face a lot of problems. Once you go to another state, the person will be stuck there for at least 14 days. During this time, his business will be affected. The home state may also quarantine upon return. In such a situation, the entire 30-day schedule can go awry once you board the plane.
The confusion caused by control in the hands of states?
The central government has given powers to the states to decide for themselves in lockdown-4. State Governments have also been given the right to exempt economic activities after fixing red, orange and green zones, containment areas, and buffer zones. This has led to major confusion. It would have been better if the central government had issued guidelines at the national level and the states would have followed it. Right now, due to the different policies of different states, the passengers will have trouble.
Did you say, civil aviation minister?
Civil Aviation Minister Hardeep Singh spoke about this today before domestic flight services started in the country from Monday. Puri said, ‘I understand that if you have the Arogya Setu app and you have tested yourself. If you do not have symptoms and you have been found negative in the test, then you should not need to be quarantined. I sincerely hope that before August or September we will try to start a good percentage of international flights. I cannot tell the date of resuming international flights.
The Union Health Ministry has issued guidelines for passengers traveling by air/road/rail route on Sunday. These guidelines have been issued a day before the date of resuming domestic flight services, except in a few states in India. No passenger will be able to travel without these guidelines. Under these guidelines, all passengers will be required to wear face masks and thermal screening will be done at all entry and exit points.
The ministry has also made it optional to download the Arogya Setu app on travelers’ mobile phones. The guideline states that only such passengers will be allowed to board the flight/train/bus, which does not show any symptoms of coronavirus. All concerned agencies will issue a list of what to do and what not to do with the passengers.
Travelers who have mild symptoms of Covid-19 will be given the option of isolating the COVID Care Center or a place from home. Also they will be tested as per ICMR protocol. If the person is found positive in testing, they will have to remain in the COVID Care Center under clinical protocol and may be allowed to go home if the passengers are found negative. But they have to keep themselves apart for another 7 days so that their health can be monitored. If any symptoms appear, then the District Monitoring Officer or State / National Call Center (1075) will be informed.

Guidelines for Air Travelers
1- All passengers must wear face masks.
2- After landing from any vehicle you have come to the airport, you
have to sanitize yourself and the necessary documents should have.
3- The thermal screening will be done at the entry point of the airport.
Only then will you decide if you can go or not.
4- You can also check for yourself from the Arogya Setu App and
show the status of the Arogya Setu App at the entry gate.
5- If you have not been able to download the Arogya Setu App, then
you can download it from the COVID Help Desk at the station itself.
6- Passengers have to show their ticket, boarding pass, identity card
to CISF at the entrance itself.
7- While checking in, drop your luggage on the counter and show your
PNR status to the staff there, take as little of the goods as
8- E-Recept will be found on your mobile
9- Passengers must follow social distancing, keep in mind the circle
and barriers at the airport.
10- You have to check in one hour before the time of your flight.
