Founder Christopher Wiley, the founder of Big Data Service, Cambridge Analytica, revealed ways to do this in 2016.

However, Wiley left the company in 2014. Wiley has now disclosed how the personal information of 5 million Facebook users was done to manipulate the voter base on the basis of their likes and dislikes.
